The document was developed to implement the decision of the National Security and Defense Council of Ukraine "On the challenges and threats to national security of Ukraine in the environmental sphere and priority measures to neutralize them", enacted by Presidential Decree of 23.03.2021 No. 111.
Among the existing problems of the current forest management system: imbalance of functions, lack of proper financing, corruption and illegal logging, low level of public trust in foresters, lack of proper recreational infrastructure.
The State Forest Management Strategy by 2035 enshrines key objectives to address these problems. In particular, it provides for:

Also, the implementation of the Strategy will increase the number of tourists to 10 million people who will annually use the forest recreational infrastructure.
In addition, an open electronic information system in the field of forest management will be introduced.
The creation of modern material and technical base of research institutions and training system for the forestry industry is envisaged.
